If the ball lies in or touches an aeration hole on the putting green, relief is available under Rule 16.1d; stance, swing or line interference alone does not qualify.

Ground disturbed by winter work should be treated as Ground Under Repair.
Wrong-place penalty
Playing a ball from a wrong place in breach of the aeration-hole Local Rule incurs the general penalty under Rule 14.7a.
